Black Canary saves a pair of police officers from Count Vertigo, yet one of the officers still wants to arrest her. When his partner protests, he becomes irrational, to the point that he guns his partner down. Darkseid, who is keeping an eye on the various heroes, gloats at this to the Phantom Stranger. The Stranger directs his attention to the Warlord. Meanwhile, Batman captures the Joker in pure defiance of the new laws against superheroes. Guy Gardner also flaunts the laws by fighting a female bodybuilder and her henchmen, who are in the process of robbing a bank. Blue Beetle also encounters irrational hatred after rescuing some police.
